Dear Prime Minister Fukuda and colleagues: 


Am pleased to meet with colleagues in the scenic Lake Toya, exchange views on climate change. 


With the world economy, especially the rapid development of industrialization in various countries, Global Energy, Environment, climate change is increasingly prominent, as all countries face common challenges. Last year, held in Heiligendamm, Germany, the Group of Eight leaders dialogue meeting with developing country Members on climate change issues in depth and frank exchange of views. Since then the United Nations Climate Change Conference held by the 'Bali road map' to establish an international community work together to address climate change an important milestone. Our meeting today is both the international community to jointly respond to the new climate change efforts, but also for promoting the implementation of 'Bali road map' to take the important action. Hope that the conference will promote communication, consensus and international cooperation on climate change new impetus. 


Climate change is a fundamental issue of development should be integrated within the framework of sustainable development solution. Climate change, international cooperation, should handle the economic growth, social development, relations between protection of the environment as a starting point to protect the economic development of the core, to strengthen capacity for sustainable development as the goal, to save energy, optimizing energy structure, strengthen ecological protection focus on scientific and technological progress as the support and continuously improve the international community to mitigate and adapt to climate change. 


Attend today's meeting in different stages of development, different levels of science and technology, in which a different environment, should the spirit of common but differentiated responsibilities, to actively make their own climate change efforts, and seeks to make a difference. We believe that in order to do the following. 


First, in the performance of 'United Nations Framework Convention on Climate Change,' and the 'Kyoto Protocol' to play an exemplary role. 'United Nations Framework Convention on Climate Change' and 'Kyoto Protocol' on climate change established the framework of international cooperation, principles, objectives, reflecting national economic development, historical responsibilities and per capita emissions differences, the provisions of the developed and developing countries should efforts. Developed countries should strictly implement the 'Kyoto Protocol' emission reduction targets, and effectively deliver financial and technology transfer to developing countries promise. Developing countries should, within the framework of sustainable development, actively taking climate change mitigation and adaptation policies and measures, within its capacity to respond to climate change contribution. 


Second, to promote an active role in international negotiations. The next two years to implement the 'Bali road map' critical year. 'Bali road map' for the international community of climate change after 2012 indicate the direction of international institutional arrangements, defined timetable. The international community should make joint efforts to promote international negotiations on climate change and positive progress. In this process, we should adhere to common but differentiated responsibility principle, developed countries should make explicit commitments to continue to take the lead in emission reduction; to balance progress, timely completion of the two-track negotiations embody on mitigation, adaptation, technology, capital four areas equal attention; should adhere to the 'United Nations Framework Convention on Climate Change' and 'Kyoto Protocol' as climate change, the main channel for international negotiations and cooperation with other initiatives and mechanisms as useful supplements. We should show the political will, flexibility and make a positive contribution to successful negotiations. 


Third, carry out pragmatic cooperation in the lead role. Of financial and technical cooperation on climate change is the key link is real weak link. Currently, international cooperation in climate change, a huge funding gap. We should promote the improvement of global environment funds and other existing financial mechanisms, as soon as possible the implementation of activities under the Adaptation Fund for developing countries adapt to climate change and provide new and additional financial support. Scientific and technological progress and innovation to reduce greenhouse gas emissions and effective way to enhance adaptive capacity, in efforts to address climate change played a leading and fundamental role. The international community should actively explore the establishment of effective technology transfer and dissemination mechanisms and realize technology sharing to ensure that developing countries can afford, the lingua franca of the climate and environment-friendly technology. Our countries are strongly complementary to each other, can carry out technical cooperation in the forefront.

We combine economic and social development planning and sustainable development strategy, formulated the 'China's response to climate change and national programs', set up a national leading group on climate change issued a series of laws and regulations, and a series of Cuoshi Caiqu climate change. 


We actively respond to climate change and energy conservation as entry point to the conservation of energy, optimizing energy structure, improving energy efficiency, afforestation and a series of measures and made remarkable achievements. We specifically request that, by 2010 energy consumption per unit of GDP lower than 20% in 2005, the total discharge of major pollutants by 10%, forest coverage rate increased from 18.2% in 2005 to 20%. To adapt to climate change, China has continuously increased in agriculture, natural ecosystems, water resources and other fields to adapt to climate change capacity, high attention to disaster prevention and mitigation efforts to reduce disasters and extreme weather events, weather damage.
