The world today is undergoing a major change that has not been seen in a century. The deepening development of world multipolarity, economic globalization, social informatization, and cultural diversity has accelerated the transformation of the global governance system and international order. Emerging market countries and developing countries are rapidly rising, and the international power balance is becoming more balanced. The destinies of people around the world have never been so closely linked as they are today. At the same time, hegemonism and power politics still exist, while protectionism and unilateralism continue to rise. War, terror, famine, and epidemic situations emerge one after another, and traditional and non-traditional security issues are complex and intertwined. Peace and development are the themes and propositions of the current era. It requires the international community to shoulder historical responsibilities with unity, wisdom, and courage, answer the propositions of the times, and demonstrate the responsibility of the times.
